Cleared STEM professionals don’t browse job boards. Veterans with active security clearances aren’t responding to generic recruiting ads. NAVSEA’s hiring challenge wasn’t volume — it was reaching a highly specific talent pool at national scale within an aggressive 90-day window. We deployed geo-fenced campaigns around 18 national installation areas, targeting cleared professionals, veterans, and STEM-qualified candidates where they work and live.
